Use every opportunity to publicize your chat room:

After placing a chat room in your web site, you will find that the only people participating in the chat will be those who have already come to your site.  If your web site does not get a fairly large number of simultaneous visitors, your chat room will likely be an empty page.  To increase the popularity of your private chat room, you might want to use every opportunity to publicize it. 

In addition to publicizing your chat room, it might be a good idea to set up a moderated chat for a couple of hours each day or week, as your schedule allows.  Also, announce the hours of chat on your web site.  At first, you will have to be the moderator.  Enter the chat site and stay there for the entire time period.  When people show up, engage them in conversation.  You may only chat with two or three people in the beginning.  But as words of your skills spread, your audience will grow.  Eventually your room will take on a life of its own.
